I. MESSAGE FROM THE COMMISSIONER

 

And we have now reached the end of our 20th season with the prop voting complete.  Thanks to all for another great season, special thanks to the few who have been here from the start, who would have thought we’d still be going after all this time? I have updated the constitution with the changes from the voting and that is the end of this season.  Now we wait on some new ratings from Action PC and we’ll meet again in April when I can start working on the new set of files for next season.  You can talk all you want about trades now but nothing is official until after announce that trading is open after the ratings are available to everyone.  Thanks guys, see you all soon!

 

Also would like to announce our three new owners to the league as they prepare to join us and take over their teams heading into the offseason.

I can’t stress enough that you need to IMMEDIATELY send me your game export when the game is complete.  Send your write up later on, that’s fine, but I MUST have the game export as soon as the game ends or I’ll have to sim the game to keep things moving along if it is missing at the deadline.

Don’t forget, if you lose a player for 2 or more games, you can ask for an injury replacement, but it must be done the same week as the injury, so don’t wait, get those requests in right away and take advantage, especially the teams who are already challenged for the amount of games they have to work with.  Also, be sure you give me enough names as the more injuries the more likely someone else already grabbed the guy you want. 

 

Reminder that you MUST send a boxscore and writeup to the league after each game.  The home team is responsible for this, but either team can do it, as long as it does get done.  Also, you MUST send me the game export immediately after the game is complete.  It takes about 30 seconds, so I shouldn’t have to chase you down for that file after a game, just get it in right away so I don’t have to guess whether a game has happened or not.

II. News from Around the League 

 

The prop voting is complete, please see the results below and the constitution has been updated to reflect these changes.

 

Proposition #1

Remove 3-man inactive list, replace it with a practice squad of up to 5 players.

1.     Any player who appeared in 5 or less NFL games the previous season is eligible for the practice squad, regardless of durability rating.

2.    Rated players on a team’s practice squad MUST be promoted to the active roster to cover for injuries BEFORE free agents are added.  Practice squad players can be added to the active roster to cover for any injury of more than 1 game and any one game injury. In the event that the injured player is unexpectedly ready for the game, the practice squad replacement must be set to “N/A” and cannot be used in that game.

3.   Players must be promoted from the practice squad to replace a specific injured player that plays the same position. In the event that the injured player plays multiple positions, the practice squad player need only play one of the same positions as the injured player (ie a DB who is injured can be replaced by a S or CB from the practice squad; a DE/LB who is injured can be replaced by any DE or OLB).

4.    Unrated players may be placed on the practice squad but cannot be made active.

5.    If a team cannot cover for injuries with players on their practice squad due to positional requirements, they can add from the FA pool (same rules as before).

Proposition #2

Increase roster to 53 men, remove Reserve List and Injury replacements - nothing else is changed by this except the roster limit (ie does not affect the draft rules currently in place).

Prop 2 had a bit more support but fell about 3 votes short of passing.

 

 

Proposition #3

Remove the preseason waiver draft - many have said they feel this is not accomplishing anything and just takes up extra time so we can vote to remove it.

Prop #3 has passed, all players cut before the season go into the draft pool for next season and will be available as injury replacements.

 

 

Proposition #4

Draft Time Changes - reduce draft time from 30 minutes per pick to 15 minutes per pick with each day running from 11 am eastern until 6 pm eastern to help make picks easier for those on the west coast and in Europe.

Proposition #5

Amendment - Free Agency

At a point immediately prior to the beginning of the season, once the rosters for the upcoming season are set for all teams, free agents will be determined by the New York State lottery drawing for a particular day that week (specified in advance) from this site:  http://nylottery.ny.gov/wps/po rtal/Home/Lottery/Home/YOUR+LO TTERY/Winning+Numbers

All 52 (or 53) players on every team will be listed in alphabetical order by last name, then first name per team, including players on the reserve list. If two players are on the same team with the same first and last names (like Smith, Steve), the youngest will be listed first. 

Each team will have no more than three free agents per season (they could have fewer, see exceptions below).

The lottery 1st, 3rd, and 5th numbers (in ascending order) will be used to determine who are to be each team's three free agents AFTER THE UPCOMING SEASON.

By having the free agents for next season determined in advance of the upcoming season, this allows teams to trade their upcoming free agents during the year if they choose (they remain free agents for the upcoming season even after being traded, so the acquiring team will lose them after the season in any case).

Players who are free agents re-enter the league as part of the ISFL draft process (they go into the standard league draft typically held in May).

Exceptions to Free Agency:
(a) Quarterbacks who were drafted in the prior six drafts in the first eight rounds cannot be free agents (it's assumed all these players are signed, in effect, to six year contracts)

(b) Non-QBs who were drafted in the prior four drafts in the first EIGHT rounds cannot be free agents (it's assumed all these players are signed, in effect, to four-year contracts).

(c) QBs drafted in the supplemental draft (rounds nine or later) cannot be free agents in their first three seasons after being drafted (it's assumed they are signed to three year contracts).

(d) Non-QBs drafted in the supplemental draft (rounds nine or later) cannot be free agents in their first two seasons after being drafted (it's assumed they are signed to two year contracts).

(e) QBs acquired in trade in the past four years (three years for non-QBs) cannot be free agents.

(f) If any of the first, third, or fifth number in the lottery exceeds the maximum number of players allowed per team (if the fifth number is 57, for example, in a 52-player max per team league), then that number will be ignored, and teams will lose only two players that year, at most, subject to the exceptions above. (That is, some teams could lose fewer than two, including none).
